The site is situated at Rock Hill Street adjacent to the Kennedy Town Public Swimming Pool and Smithfield Road Complex. The 15-storeys high complex, now named as Kennedy Town Community Complex, was planned to house offices of various Governmental Departments, including Home Affairs Department, Transport Department, Environmental Protection Department, Department of Health and the Hong Kong Post. The building was also designed to accommodate a number of service centres and facilities to provide a variety of different services to the public. Car parking spaces for public use are available from the 3rd to 9th floors.

Attending to all of the many End-user’s different and some conflicting operation needs, public accessibility and security concerns, yet satisfying the Employer’s Requirements at the same time, became the ultimate challenge when designing for the development in the considerably compact site.

Moreover, apart from timely completing the building, attending to 'green' issues is one of the major objectives in the building design to provide a healthy environment and to ensure cost-effective long-term operation for the users of the Kennedy Town Community Complex.
