The Central and Western District Promenade - Western Wholesale Food Market Section, implemented by Central and Western District Council, is the first completed construction project under the Signature Project Scheme (SPS). 

The project covers a site area of approximately 5,200 m², comprises an approximate 400m long 6.5m wide promenade and four idle piers (nos. 1 to 4) outside Western Wholesale Food Market (WWFM).  The scope of project includes elderly fitness area, children´s playground, open plaza, lawn, ancillary facilities, seating area and landscape area.  Green features such as solar powered light fittings are also adopted.

The promenade is separated from the internal urban fabric by Connaught Road West and is hidden behind WWFM. To enhance the visual connectivity, a 7.5m high iconic tower is designed to signify the promenade entrance and to serve as a way-finding element.

The project design underlines the principles of openness, shared uses, diversity and no-frills. Pier-related elements are incorporated into the design. These include the transformation of reused containers into toilet blocks, the use of pallets as barrier and the inclusion of barges features into the iconic tower and children´s play equipment. Existing features such as the existing crane at Pier 3 and the ramps and steps at Pier 4 are preserved in memory of the history of the site. Besides, historical photos and images are also displayed on the glass railing along the promenade to highlight the history of the site. 

As a new landmark in the district, the enhancement work has met the aspiration for the realization of a green, vibrant and continuous promenade in Central and Western District. The project has provided an excellent platform to promote social innovation and youth participation in the district.
