The Education Bureau (EDB) Kowloon Tong Education Services Centre (KTC) cum Public Transport Interchange (PTI) is located at the junction of Tim Fuk Road, Suffolk Road and To Fuk Road, in Kowloon Tong. The KTC is mainly designed to provide education services to the education sector and the general public. The KTC is equipped with conference facilities for the education sector to get together to share experience and organize seminars or workshops. However, part of the KTC is reserved for use as offices. 

The KTC cum PTI is situated near to both KCRC and MTRC stations. The PTI serves as an interchange for public transport including franchised buses, green minibuses and cross boundary coaches.

The building is approximately 140m in length. The ´Two Blocks´ concept was adopted in order to breakdown the massing of a long block and to differentiate the different functions. These two blocks are linked at each level via link-bridges. Symbolically, these bridges represent links between the public and EDB, links between different departments in EDB and the transforming of ideas from one body to another.
